When a certified envelope is delivered is it legal for a different person to sign for other than the designated person

I paid for priority shipping and my package should have gotten to it’s location and it’s Monday still in route

USPS tracking system should be re-programed. No longer able to track after Arriving JFK Airport. International Priority Express fee paid at the post office. Still unknown where the package is after arriving at JFK on Oct. 17th . This Service (paying more for faster delivery) doesn't make any difference. Upto 5 years ago, it was very good.
