I certified a mail on this office to delivery to a Tenant 2 miles away, that happen 3 days and they still not delivery.

I sent a tracking envelope. I was told it would arrive Thursday, Nov 14,2019. Tracking service said it arrived at the University, MS postal office and was available for pickup the same day. But it was not in her box that day. Today is Friday, 11/15/19, 24 hours later , and she was told the same thing! How do I get her letter to her? This is extremely unethical!
